REPRESENTATIVE ASSIGNMENTS:

INDEPENDENT POWER PROJECT FEASIBILITY, SIBERIA
Muse advised an investor in the feasibility of an independent power project in Siberia.  The first 48 MW block of power generation facility is currently in development with an additional 24 MW to be added at a future date.

STRATEGIC PLANNING, U.S. DEREGULATED ELECTRIC POWER MARKETS
In response to newly deregulated wholesale electric power markets and non-discriminatory transmission access, performed a study to determine future marketing opportunities for a non-regulated power producer.  Study included a profit analysis by customer segment, analysis of competitive position in the generation market based on fuel type, and estimates of cash and book production costs.

COGENERATION PROJECT NEGOTIATIONS
Currently assisting four different U.S. West Coast and U.S. Gulf Coast refineries on developing new third-party gas-fired cogeneration facilities.  Muse has developed Request For Proposal(s), assisted in competitive bidding processes with third-party project developers, evaluated bids, and negotiated the definitive agreements between the refinery company(s) and the success bidder(s).  The project sizes range from 400-600 MW in generating capacity and 400,000 to 1,000,000 pounds of steam per hour.

POWER GENERATION FUEL UTILIZATION STUDY, MIDDLE EAST
Muse evaluated the technical and economic feasibility of substituting heavy fuel oil for a stabilized crude oil fuel for a portion of the existing electric generation capacity in a 5,000 MW government-owned electric power system.

INDEPENDENT ENGINEER, ARGENTINA
Muse served as the independent engineer for the unregulated subsidiary of a major U.S. investor-owned electric utility in the acquisition and upgrading of a 517 MW thermal electric power generation facility in Argentina.

REFINERY COGENERATION FACILITY
Evaluated the cogeneration options available to a U.S. Gulf Coast refiner in conjunction with the client’s coker expansion and refinery upgrading project.  Analyzed the potential cost savings and economics under different financing structures of wholly-owned and joint venture cogeneration plants employing different technologies to produce electric power, steam, and purified hydrogen for refinery usage.

Oil & Gas Royalties

Assessment of oil and gas royalties requires not only an understanding of oil and gas accounting and settlement practices, but also experience in field gathering and processing plant system design and operations. At Muse, our professionals combined technical and commercial expertise to fully assess all of the variables that impact the determination of wellhead proceeds and ultimately the value allocated to royalty interests at the wellhead.

REPRESENTATIVE ASSIGNMENTS:

WET GAS ROYALTY PAYMENT ASSESSMENT
Retained to assess settlement payments for natural gas production delivered to gas processing plant for condensate and natural gas liquids recovery. Completed pre-audit review and assessment, then participated in pre-audit negotiations with plant operator to recover value associated with inappropriate settlement deductions and product allocations.

WET GAS ROYALTY PAYMENT SETTLEMENT
Completed wellhead to plant outlet audit of wet gas settlement and royalty payments for very rich gas production to assess gathering system and plant processing operations. High gas losses were identified and subsequently attributed to gas condensate collected and sold but not allocated back to the wellhead, producers or royalty owners. Audit results were presented at trial and resulted in recovery for producers and royalty owners.

WET GAS GATHERING SYSTEM FUEL DEDUCTIONS
Retained to complete a technical and commercial review of wet gas gathering system operations in a mature producing area. Engineering analyses of existing compression system identified oversized equipment resulting in very inefficient operation and excessive fuel use. Worked with producer to negotiate commercial terms for right-sizing of gathering compression equipment to improve fuel use efficiency and netback for producers and royalty owners.


OIL ROYALTY PAYMENT ASSESSMENT
Completed “pre-audit” review of oil royalty settlement based on discussions with producer accounting and commercial representatives. Provided explanation of deductions and assessment of settlement values in samples months to validate payments received. Detailed audit subsequently completed to correct prior settlement errors.

OIL, GAS, AND NGL MEASUREMENT
Retained to provide technical review and assess value associated with measurement errors attributable to operational problems with flow computers operating in field and at plant outlets. Identified

NEGOTIATION OF LEASE ROYALTY PROVISIONS
Retained by royalty trust to evaluate proposed gas production and gas processing operations for very sour gas production in central Texas. Evaluation included review of the existing field and plant facilities, expected gathering and processing costs, and gas processing economics. Provided recommendations regarding commercial terms as proposed by the operator and relative value implications for the royalty trust.

GAS PROCESSING COST AND FUEL ALLOWANCES
Retained to assess fuel and processing losses/allowances as allocated for gas produced in south Texas. Evaluation included review of existing field and plant facilities, capital expenditures for the initial project development, capital expenditures associated with subsequent project modifications, historical facility operating costs, fuel utilization, line losses and unaccounted for gas, and development of expectations regarding future field and plant operations.

VALUATION OF ROYALTY INTERESTS ASSOCIATED WITH PROJECT DEVELOPMENT
Retained to analyze and support negotiations with potential developers of the Alaska Gas Pipeline regarding the value attributable to State of Alaska royalty interests. Analyzed potential project development scenarios, including evaluation of product market supply/demand, expected gas processing scenarios and commercial terms for gas processing and product sales. Provided natural gas liquids pricing forecast advice and audited project financial models.

MANAGEMENT OF ROYALTY TRUST
Provided business management, administration, and oversight for $100 million oil and gas royalty trust. Retained by owners of the trust as agent of the General Partner of the trust to manage day-to-day business functions, confirm production, invoice and confirm payments, and administer oil and gas marketing contracts as necessary.

VALUATION OF OVERRIDING ROYALTY INTEREST – EQUATORIAL GUINEA
Retained to analyze and formulate expert opinions regarding the methodology being utilized to determine the market value of natural gas liquids and condensate being produced in Equatorial Guinea for export. Analyses included completion of an audit of prior payments made to the holder of the Overriding Royalty Interest as well as evaluation of the fair market value of the products based on netback methodology.

REPRESENTATIVE ASSIGNMENTS:

OVERVIEW OF AUSTRALIAN REFINERY CAPABILITIES
Reviewed the flexibility of the Australian refining system to cope with a changing crude oil slate resulting from declining Bass Strait availability and new Australian discoveries.  Client used the conclusions and recommendations in a petition to the government on new oil industry legislation.

EASTERN U.S. AND CANADA PRODUCTS MARKET ANALYSIS
On behalf of a major oil producer and refiner, undertook a detailed analysis of refining and marketing opportunities in the eastern U.S and Canada.  The work included supply/demand and pricing analysis, an overview of the market dynamics, and an overview of the major players and their competitive position.

PACIFIC BASIN CONDENSATE/NAPHTHA SUPPLY OUTLOOK
Undertook a complete assessment of the future supply/demand balance for condensates and naphthas in the Pacific Basin region.  Study included an analysis of the abilities of various refiners to deal with increased condensate supplies and future price trends for condensates versus light crudes.

U.S. NGL SUPPLY AND DEMAND ANALYSIS
Furnished an analysis of the demand for natural gas liquids (NGL) products as feedstocks to the petrochemical industry, the availability of supplies of ethane and ethane/propane mix to U.S. Gulf Coast olefins producers, and the level of current and future NGL fractionation capacity.

WEST AFRICAN CRUDE MARKETING ANALYSIS 
Estimated the value of crude oil produced from a new field in West Africa.  Analysis included an assessment of value for typical U.S. Gulf Coast and Northwest Europe refiners, plus a detailed analysis of value in the local hydrocracking refinery.

NORTH AMERICAN CRUDE OIL SUPPLY AND DEMAND STUDY
Provided a detailed assessment of historical and estimated future crude and product supply and demand in Petroleum Administrative Defense Districts (PADDs) II and IV regions of the U.S. for the proposed Express Pipeline project.  The objective of the study was to determine the viability of a new crude pipeline to supply Canadian crude oil into these markets.

EXPERT TESTIMONY, MARKET VALUATION OF WELLHEAD NATURAL GAS
Retained to evaluate the market value of unprocessed natural gas at the wellhead in southwestern Wyoming.  Analyzed the market for raw natural gas in the producing region, evaluated the capabilities of gas processing plants in the area, evaluated the residue gas and natural gas liquids markets, and assessed the processing costs for the natural gas to formulate expert opinion regarding the best method to determine the market value of the unprocessed gas at the wellhead.  Appeared in numerous cases before the State Board of Equalization in Wyoming providing expert testimony on behalf of various producers with gas production and processing assets in southwest Wyoming.

EXPERT TESTIMONY, VALUATION OF OVERRIDING ROYALTY INTEREST – EQUATORIAL GUINEA

Retained by producer to provide economic evaluation of existing gas processing contract and recommend potential changes to enhance future economic return for producer.

CONSULTING EXPERT, GAS PROCESSING CONTRACT AUDIT
Retained by producer to evaluate gas settlement under existing contract and evaluate potential contract compliance issues.  Resulted in identification of contract compliance issues and subsequent audit exceptions that led to producer’s recovery of proceeds.

EXPERT TESTIMONY, GAS PROCESSING CONTRACT DISPUTE
Retained to evaluate excessive fuel and losses associated with gas production in east Texas.  Completed analyses of gas settlement statements, fuel allocation methodology, and expected fuel consumption.  Formulated expert opinions and provided testimony regarding these issues.

EXPERT TESTIMONY NATURAL GAS, LPG, AND OLEFINS UNDERGROUND STORAGE LOSS, MAJOR U.S. GAS TRANSMISSION PIPELINE COMPANY
Retained to provide expert opinions with respect to the technical capabilities and commercial value of adjacent underground storage caverns located near the Henry Hub in Louisiana.  Completed evaluation of technical capabilities of storage facilities for natural gas, LPG, and Olefins in order to assess losses associated with the catastrophic failure of one cavern.  Valuation included assessment of market conditions such as supply/demand and pricing prior to the incident, at the time of the incident, and in the future.  Provided expert opinions for case-in-chief and rebuttal as well as deposition testimony.  Parties settled prior to trial.

PROPOSED LPG PIPELINE
Completed market study and evaluation of existing LPG markets in the upper midwestern U.S.  Provided assessment of value of potential project to convert existing pipeline systems to LPG distribution network.

AUDIT OF MONT BELVIEU LIQUID STORAGE
Detailed analysis of U.S. Gulf Coast fractionation facility and storage operation for proper material balance processes and allocation of plant products and losses.

EXPERT TESTIMONY, MARKET ANALYSES/ADVISORY
Provided testimony before the Alaska State Legislative Budget and Audit Committee regarding the development of the Alaska Natural Gas Pipeline Project and the possibilities for in-state utilization of natural gas and natural gas liquids produced from the pipeline.

NATURAL GASOLINE AND NAPHTHA MARKET STUDY
Analysis of projected U.S. supplies of natural gasoline and naphtha available for use as diluent for blending with Canadian bitumen production for transport.  Supply sources analyzed included new field sources from unconventional production, refinery production with changing feedslate and regulatory requirements, and anticipated reduction in the petrochemical industry demand due to changing supplies of lighter NGLs.

REPRESENTATIVE ASSIGNMENTS:

OPERATIONAL EVALUATION
Retained by a royalty interest owner to provide expert testimony and damage estimates associated with oil, gas, and condensate production in South Texas.  The project included operational and financial audits of ongoing and historical operations.  The review encompassed field and plant operations including:  (1) gas measurement and gathering, (2) gas processing, (3) crude, condensate, and NGL transportation, and (4) crude, condensate, gas, and NGL marketing.

EXPERT TESTIMONY, PRIVATE ARBITRATION GAS PROCESSING
Retained to formulate expert opinions regarding a gas processing dispute involving offshore gas processed onshore in southern Louisiana.  Provided technical/operational expertise and evaluated the commercial aspects of the contract, including assessment of damages.

PROJECT DEVELOPMENT ADVISORY
Retained by the Department of Revenue and the Department of Natural Resources to analyze and provide input regarding the negotiations with potential developers of the Alaska Gas Pipeline.  Analyzed potential project development scenarios, including evaluation of product market supply/demand, expected gas processing scenarios and commercial terms for gas processing and product sales.  Provided natural gas liquids pricing forecast advice and audited project financial models

MAJOR PROJECT EVALUATION, GAS PROCESSING
Completed a review of the technical feasibility and projected investment performance for the $45 million expansion of a gas production and processing project in Alberta, Canada.  Performed extensive cash flow analysis of field/plant operations and assisted in the preparation of the private placement memorandum to assist in the financing of the project expansion.

EVALUATION OF DAMAGES, GAS SALES, AND PROCESSING
Provided expert testimony and damage assessment in a contract dispute between two major integrated exploration and production companies in the U.S.  Evaluation included the construction of a multi-period model to recreate accounting allocations for several hundred sales points associated with two gas processing facilities.

ASSET EVALUATION
Retained by potential buyer to assess the value of U.S. Gulf Coast assets being sold in a competitive bidding situation.  Assets included offshore oil and gas gathering systems, gas processing plants, oil treatment facilities, gas transmission lines, and gas storage properties.  The assessment included review of the operations and maintenance policies and procedures, pipeline safety compliance, plant safety compliance, and potential upside associated with capital projects identified by the seller.

EXPERT TESTIMONY, GAS PROCESSING CONTRACT DISPUTE
Retained to interpret portions of gas processing contract, formulate expert opinions, and provide expert testimony regarding  plant facilities, gas gathering facilities, recovery of natural gas liquids and condensate, and accounting/allocation of natural gas liquids and condensate.

GAS PROCESSING PLANT VALUATION
Provided economic valuation report for a U.S. Gulf Coast 1.1 Bcf/d gas processing facility.  Valuation included forecast of natural gas supply and quality onshore and offshore U.S. Gulf Coast, projected plant throughput and gas quality, economic cash flow modeling, and terminal value assessment.

GAS PLANT VALUATION
Performed cash flow analysis for valuation purposes of large cryogenic Rockies gas processing plant.  Included analyses of contracts, pricing, operations, operating expenses, and downstream transportation costs.

GAS STORAGE SCOPING STUDY
Reviewed the technical feasibility and prepared capital and operation cost estimates for the reactivation of an existing gas storage facility located in south central Texas.  Coordinated the efforts of a reservoir engineering firm and compiled final study to provide an independent assessment of the feasibility of the proposed project.

VALUATION OF INTEGRATED FIELD SERVICES AND GAS DISTRIBUTION COMPANIES

THAI PETROCHEMICAL INDUSTRY INSOLVENCY
Retained to assist with certain aspects of restructuring Thai Petrochemical Industry’s (TPI’s) debt.  Analysis included an operational assessment, review of safety and maintenance practices, and analysis of business planning practices.  Recommended improvements to Effective Planners Ltd., the court appointed planner for reorganizing debt.

FAIR MARKET ASSESSMENT OF A ROMANIAN PETROCHEMICAL COMPLEX
Provided an assessment of the fair market value of a large Romanian petrochemical plant based on the competitive petrochemical markets in Europe.  This analysis examined the present worth of projected future cash flows based on historical performance of the facilities and their expected profitability as export facilities.  A physical asset appraisal was also undertaken to provide an alternative basis for the fair market assessment.

POLYSTYRENE PLANT IN INDIA
Retained by the Overseas Private Investment Corporation (OPIC) to serve as the Independent Engineer on a grassroots polystyrene plant in India.  Assessed technology, capital investment, operating expenses, environmental issues, and monitored the project schedule.

FEASIBILITY STUDIES OF MTBE PROJECTS
Conducted feasibility studies for MTBE projects in the U.S. and in the Middle East, including butane and methanol feedstock supply projections, an MTBE product demand forecast, and evaluation of available process technologies, including the offerings of UOP, ABB Lummus Crest Inc., Phillips Petroleum Company, and Snamprogetti S.p.A.

U.S. REFINERY UPGRADE STUDY
Assisted the client with the identification and analysis of an optimum heavy oil upgrade project.  Role included (1) development of the feedstock and product price forecast, (2) analysis of process alternatives using PIMS LP analysis, (3) evaluation of alternate crude slates, and (4) economic modeling of alternate cases.

HEAVY CRUDE UPGRADING ANALYSIS
Evaluated the technical and economic feasibility of heavy crude upgrading schemes for U.S. refineries.  The studies have included coking, supercritical extraction, hydroconversion, and hydrotreating in combination with catalytic cracking.

LITHUANIAN REFINING REFINERY  VALUATION
Evaluated processing and investment opportunities in a Lithuanian refinery.  Assessed input and production balances, transportation logistics, terminal operations, pipeline requirements, and operating efficiency.  Developed linear program model to evaluate investment scenarios.  Determined crude and product marketing requirements and price projections.  Assisted in joint venture negotiations and contract development.

PETROPERU S.A. REFINERY ANALYSIS
Evaluated technical and economic performance of three Petroperu refineries in La Pampilla, Conchan, and Talara.  Identified opportunities to improve refinery operations and quantified the economic benefit of both modest and major capital projects.

COLOMBIAN REFINERY UPGRADE ANALYSIS
Assisted the client with a detailed evaluation of its existing lubricant refinery and recommended the most appropriate modifications and upgrades to its configuration.  This study included the consideration of hydrocracking technology for lubricant manufacture, and involved considerable PIMS modeling.

REPRESENTATIVE ASSIGNMENTS:

SAUDI ARABIAN FUEL OIL LOGISTICS
Evaluated economic and logistical aspects of proposed fuel oil movements in Saudi Arabia.  Analysis included a review of available bulk plants, pipelines, and port terminal facilities; requirements for new facilities; and feasibility of product logistics.

U.S. PRODUCT PIPELINE LOGISTICS
Developed and currently maintain a detailed linear program model of the U.S. refined products pipeline distribution system.
Model has been utilized to assist multiple clients with the evaluation of system expansions, capital investments, and tariff development.

ARGENTINE PRODUCTS TERMINAL
Inspected and evaluated, on behalf of a prospective buyer, the physical condition and operational capabilities of a privately-owned petroleum products terminal in Buenos Aires, Argentina.  Facilities included product storage, utility systems, truck loading racks, and marine terminals.

SOUTH AMERICAN CRUDE OIL TERMINAL
Evaluated a crude oil terminal near Montevideo, Uruguay, and identified capital modifications needed to convert the system to an import/export terminal for both crude oil and heavy fuel.

EASTERN EUROPEAN PRODUCTS TERMINAL
Inspected and evaluated an Eastern European products terminal on behalf of a European client.  Recommended necessary refinements to increase the capacity of the system and optimize operational aspects of the facility.

U.S. GASOLINE TERMINALS
Estimated the fair market value of two U.S. gasoline terminals in conjunction with U.S. Bankruptcy Court proceedings.  Assets included light product storage tanks, barge docks, pipeline connections, and truck racks.

On behalf of an equity investor, carried out a complete due diligence evaluation and North American ethanol market study for a proposed ethanol construction project in the upper Midwest.  Conducted management interviews, performed a technology assessment, and assessed competitive positioning of proposed facility.  Provided client with various updates and follow-up market analysis during financing and construction phases.  Plant is currently operating.
